Senior HR Manager
This post offers the opportunity to join the National Assembly HR team at an exciting point in its development. Working alongside colleagues with responsibility for Operational HR Support, Members Business Support and Occupational Health & Safety, you will play a key role in leading the Recruitment, Learning & Development and HR Policy strands of the HR Service Plan and the Commission’s People Strategy. As a senior member of the HR team you will also work closely with the Head of HR helping to set the strategic direction and lead on a wide range of improvement projects within the HR team.
Key Tasks
People Policies
• Managing a dedicated HR Projects Manager, you will ensure that an agreed rolling programme of policies are formally reviewed and updated to ensure legal compliance and reflect best practice, in consultation with appropriate stakeholders such as Heads of Service, staff and trade union.
• You will raise awareness of new policies amongst staff as appropriate using various means of communication such as the intranet, newspage articles, presentations etc.
Equality
• You will act as the HR lead on Equality, attending meetings of the Equality Steering Group, Equality Champions meetings and liaising with the Equality team on proposed initiatives.
• You will lead on the development and implementation of policies and initiatives to improve the representation of minority groups within our workforce.
• You will own and develop an Outreach programme that encourages applications for work from Black, Asian and Minority ethnic groups to the National Assembly via the organisation of secondments, visits and presentations to local groups etc.
Trade Union Liaison
• You will manage and support the organisation’s Partnership Forum designed to facilitate partnership working with Trade Union Colleagues
• You will have line management responsibility for the TUS Secretary
• You will lead negotiations with the trade union side on major initiatives and changes, such as service level reorganisations, policy changes and Pay & Grading reviews
Recruitment
• Line managing the Head of Recruitment and her team of two people, you will ensure that a consistent, efficient, fair and equitable recruitment service is provided to the organisation’s 300 staff.
• As the custodian of recruitment best practice, you will ensure that the recruitment process is, and is seen to be, fair and consistent across the organisation.
• You will liaise with colleagues in the Welsh Assembly Government as appropriate to ensure that the terms of the two organisation’s Staff Exchange Protocol are adhered to.
• You will own and manage the process for Crown appointments and for senior organisation appointments up to and including Director level.
• You will manage the recruitment budget.
Learning & Development
• Line managing the Head of Learning & Development and her team of two staff, you will ensure that the Heads of Service are provided with the appropriate advice and support to equip their teams to deliver their objectives. In particular, this involves ensuring that the team:
- Manage the organisation’s training contract
- Deliver an effective induction programme for all new starters
- Manage the contract for outsourced training programmes such as for Welsh language provision, and the Leadership Development programme
- Manage the Performance Management & Development Review programme
- Manage the organisation’s training budget
- Identify training needs and deliver presentations and training programmes as appropriate
- Ensure the Learning and Development strategy supports the attainment and retention of IiP status.
- Enhance training and development support for Assembly Members.
Miscellaneous
You will also:
• Contribute to continuous improvement initiatives.
• Support other teams and team members within the HR service on initiatives as and when necessary.
• Encourage the development of strong working relationships with colleagues providing operational HR support to promote understanding of business needs and to reflect these in HR polices.
Job Specific Criteria - essential
These are essential criteria that the successful applicant will be expected to demonstrate:
You will be CIPD qualified or studying towards at least graduate level membership;
Experience of producing Employment Policy Documents and guidance
Experience of negotiation or working in partnership with a trade union
Competent and confident with generic IT packages, such as Microsoft Word, Excel Spreadsheets, Powerpoint, Microsoft Outlook etc.
