Purpose of Post:
The post leads the Financial Services team under the Head of Assembly Resources, providing a central financial control and payments service to support the successful functioning of the National Assembly for Wales. The teams within Financial Services cover payroll and staff expenses, pensions’ administration, financial and cash management, finance system management (CODA), prompt payments to our suppliers, resource accounting and budget planning.
You will apply your considerable management experience to work with your teams to deliver first class services to our customers, and apply your considerable finance/accounting experience to deliver excellent financial management and financial governance for the Assembly Commission. Your focus will also be on achieving the highest standards of control and delivery so ensuring effective stewardship of public funds coupled with contributing to the success of the Commission’s services in supporting the National Assembly for Wales.
Key objectives include:
• Developing, maintaining and promoting the highest standards of governance, financial management and control expected of this prominent publicly funded body
• Taking the corporate lead in forward planning financial resources to meet operational needs across the Commission’s services, preparing budget proposals in accordance with Standing Orders and the Government of Wales Act 2006.
• Advising on the position of the Commission’s finances throughout the year and recommending any appropriate actions needed
• Delivering a timely, accurate and informative set of annual accounts for the Assembly Commission, promoting transparency and probity
• Playing an active and effective leadership role with the Head of Assembly Resources and other Heads of Service on corporate and cross-boundary matters to strengthen the Operations Directorate’s ability to make a positive and effective contribution to achieving the Commission’s Strategic Goals
• Working collaboratively with the Head of HR and the Procurement & Sustainability Adviser to develop seamless HR, Finance and Sustainability services under the Head of Assembly Resources
• Delivering first class services by leading, motivating, empowering, developing and encouraging members of the Financial Services team to secure commitment, contribution, excellence and reward
• As a lead accountancy professional, to provide advice and report to senior colleagues, the Assembly Commission and the Corporate Governance Committee, as necessary.

ESSENTIAL JOB SPECIFIC CRITERIA:
o You must be a CCAB qualified accountant with experience of preparation of budgets and accounts, and financial performance reporting.
o You must have experience of working in a political environment or with the public sector.
o You must have strong analytical skills and an excellent grasp of figures, being competent in handling complex financial issues and communicating outcomes to colleagues in plain language.
o You must be experienced in working to tight timescales and ensuring accuracy, clarity and effective presentation.
